Business License (Tax)

The City of Fremont uses the term business tax rather than business license. The business tax registration fee for most commercial businesses located in Fremont is $30. The renewal fee in subsequent years is also $30 plus a business tax based on the type of business according to information provided on your business application. Businesses located outside of Fremont, but doing work in Fremont, are also required to register for the business tax.

Fremont Business

To register a business in Fremont:

  1. Check to see if you qualify for a Business Tax Exemption

  2. If you do not qualify for an exemption, you will be required to complete a Business Tax Application Form and submit with payment to the City of Fremont Revenue Division, 39550 Liberty StreetMap to Revenue Division P.O. Box 5006, Fremont CA 94537-5006.

Business Tax Application

  • If you will be registering the business using a name other than your legal name, you will need to register that name with the County of Alameda, County Clerk, located at 1106 Madison Street, Map to County Clerk Office Oakland, CA. 94607.  You can reach the County Clerk by telephone at 510-272-6362 or on the web at www.acgov.org/auditor/clerk/directions.htm.
     
  • If your business will sell a product you may be required to have a Sellers Permit.  In order to determine if you are required to obtain a Sellers permit, please contact the State Board of Equalization.  They are located at 1515 Clay Street, Suite 303, Map to State Board of Equalization Oakland, CA. 94612.  You can reach the State Board of Equalization by telephone at 510-622-4100 or 1-800-432-2829, also on the web at www.boe.ca.gov.
     
  • If you will be doing business in Fremont from a location outside of the City limits, you will need to complete an Out of Town Business Registration Information.
     
  • If you will be running a business from a residence, you will also need to complete the Home Occupation Permit.
       
  • Certain businesses may require additional permits and may incur different tax rates.  Please contact the Revenue Division at 510-494-4790 for information.
     
  • Registration tax is due at the time you start your business: $30.00 for commercial and home based businesses, except licensed contractors $125 for a one year license.
     
  • You are required to renew your Business Tax yearly.

Business tax registration applications are also available at the Revenue Division Cashier Window in the Development Services Center at 39550 Liberty Street, Map to Revenue Division.  Office hours are Monday through Thursday, 8 a.m. - 4 p.m., except holidays. Cashier Window hours on Fridays are limited to 8 a.m. - Noon.  The Revenue Division can be contacted at 510-494-4790.

If you would like to have an application mailed to you, please leave a message on the Revenue Division voice mail line at 510-494-4790. It is important that you specify the following information on the recording so that we can mail the correct forms to you:

  • Are you planning to be a business based from a commercial location or a residential location in Fremont?
  • What type of business are you planning? In other words, give us a brief description of the nature of business you plan to conduct in Fremont.
  • If you are a business located outside of Fremont and plan to do work in Fremont, state that you are from outside the city and indicate the type of business you will be conducting in Fremont.

It is very important that you give us an address to which to mail the application. Once again, the telephone number to leave a message requesting a business tax application is 510-494-4790.

Renewing your business tax in Fremont:

Renewal of existing Business Tax Registrations is due no later than 5:00 P.M. on the last day of the month following the expiration of the registration.  If the last day of the month is a weekend or a holiday, the postmark deadline is the preceding business day, NOT the next business day.  The filing deadlines for Business Tax Renewals are as follows:

If you wish to file your return at our office, your payment must be received by no later than 4:00 P.M. on the last business day at our cashier counter or by no later than 5:00 P.M. on the last calendar day of the month if you use our Payment Drop Box.  The Payment Drop Box is outside the main entrance of our office located at 39550 Liberty StreetMap to Revenue Division.

Please Note
If your business has closed, you must notify the City in writing of the date of closure. Please sign and date the letter and return it to our office located at:

If your business had income or payroll depending on the basis of your particular tax, then you should send payment for your closing gross with the letter.
