A new law is in effect in Alameda County prohibiting landfill disposal of plant debris, also called green waste, yard waste, yard trimmings, or organics. Plant debris includes grass, leaves, vines, shrubs and tree trimmings (except palm trees) associated with the care and maintenance of gardens and landscaping. Plant debris must be composted instead of thrown away in the garbage. If plant debris becomes contaminated with just a small amount of trash, the whole load becomes garbage and an additional disposal surcharge could be added to your disposal costs. Keep your plant debris separate and "garbage-free" to help insure the materials are composted. WHAT DO I DO WITH PLANT DEBRIS?
Single Family Residents:
Continue to keep plant debris separate by placing it in the green yard waste carts.
Businesses & Large Landscaping Projects:
Plant debris and yard trimmings should be separated from other garbage and delivered to the green waste area at the Fremont Recycling and Transfer Station. The charge for sorted plant material is less than a regular load of garbage. The Transfer Station will deliver the material to a facility where the plant debris will be composted. Contact Allied Waste at (510) 657-3500 to order a rolloff dumpster (14 cubic yard minimum) to collect the plant debris and yard trimmings separately from garbage or recycling.A public education campaign began July 2009, and enforcement will begin January 2010.

CodeRED® is a high-speed notification system that gives City officials the ability to deliver pre-recorded emergency alerts and non-emergency notifications to targeted geographic areas or the entire city. CodeRED® is a "reverse 911" system that currently contains land-line phone numbers for most residents and businesses. The design workshop will be held Saturday, March 27 from 11:00 a.m. to 1:00 p.m. at the Fremont Community Center at Lake Elizabeth. The City of Fremont Parks and Recreation Department is sponsoring a design workshop for the proposed skate park adjacent to Aqua Adventure Water Park. Bring photos, magazine pictures, drawings or model of skate parks. Do not miss this opportunity to design your park. In response to Major League Baseball inquiries regarding a potential relocation of the Oakland A’s to Fremont, City staff has developed a conceptual approach for a potential mixed-use ballpark development project at the northern, largely-vacant, portion of the NUMMI site in Fremont. City staff presented the conceptual approach to the City Council during a working session on Tuesday, January 12 at 5 p.m. The staff report, which includes a link to the enclosures consisting of “Conceptual Approach to A’s Relocation Recommended by City Staff,” is available on the City’s website. Construction of the Fremont Central Park Subway is under way. This work will require two phases of lane reductions on Stevenson Boulevard between Guardino Drive and Civic Center Drive. Traffic will be reduced to one lane in each direction on Stevenson Boulevard as follows: Phase 1 One lane of traffic in each direction on the northern side of Stevenson Boulevard December 2009 through Summer 2010. Phase 2 One lane of traffic in each direction on the southern side of Stevenson Boulevard Autumn 2010 through Spring 2011. In the past the City of Fremont has been fortunate to provide City residents with tree pruning services whenever resources were available. In spite of the tree pruning services provided by the City in the past, it always has been and continues to be each resident’s responsibility to maintain the ‘street tree(s)’ in front of their home which are located in the City’s right-of-way. As a result of recent budget and staffing reductions, City staff regretfully will no longer be able to provide program tree pruning services effective June 29, 2009. Instead, Fremont residents will need to maintain their own street tree(s). If your tree requires maintenance you must first obtain a no-fee permit from the City. The permit will ensure your maintenance work conforms to City standards and is performed by a licensed tree professional. These City tree standards are to ensure the pruning is done in a manner that maintains the structural and aesthetic integrity of the tree. Residents may also request a permit to have a tree removed, but for justifiable reasons only, such as: interfering with proper function of sewer/main water line, sever displacement of sidewalk/curb and gutter and in some cases, species of tree deemed inappropriate for the planting space. It will be at the discretion of the Urban Landscape Supervisor to deem what is justifiable after evaluation of the tree. The City will continue to provide services to address safety issues such as trees that pose an immediate hazard, trees that are dead/dying or pest infested to the point that no amount of treatment will allow them to recover. The President signed the $787 billion American Recovery and Reinvestment Act (ARRA) of 2009 into law on February 17, also commonly known as Federal Stimulus Package. The main objectives of the Federal Stimulus Package are to create jobs and stabilize the economy. ARRA funding is targeted to programs in the areas of health care, energy, infrastructure, education, public safety, transportation, environment, affordable housing, and economic development. In some cases, funding guidelines have been established, and in other cases the guidelines will be developed later this year. City staff is actively tracking the status of ARRA implementation and assessing which funding sources are appropriate for Fremont. Economic Stimulus Funding
