Who Regulates Stormwater Pollution?
The Municipal Regional National Pollutant Discharge Elimination System Stormwater Permit (also known as the MRP), issued by the San Francisco Regional Water Quality Control Board, mandates stormwater pollution prevention activities. The MRP requires 70+ municipalities in the Bay Area, including the City of Fremont, to place conditions on development projects to incorporate site design measures, source controls, treatment measures, and on larger projects, flow duration controls (FDCs). Submittal Documents

• *NEW* Stormwater Requirements Checklist - This form replaces the Impervious Surfaces Form, the Infiltration/Harvesting & Use Feasibility Worksheet and the HM Applicability Worksheet.  The form is required for all development projects and must be submitted to the City with permit applications.
• Infiltration Feasibility Worksheet & Rainwater Harvesting and Use Feasibility Worksheet and Attachments -One or both Worksheets may be required if prompted by the Stormwater Requirements Checklist.
• BAHM Worksheet - Use this worksheet to ensure the Bay Area Hydrology Model (BAHM) software is being applied correctly.
• Stormwater Management Plan Content - This document contains all necessary information that must be provided on the Stormwater Management Plan (SWMP) sheet when submitting plans for entitlement or building permit review.

Stormwater Treatment Measures Maintenance Agreement
A Stormwater Treatment Measures Maintenance Agreement (O&M Agreement) is required for all projects incorporating stormwater treatment or hydromodification management measures. Template documents may be found below.
