**Important Notice: Development Services Center and Self-Help Center Reopening**

The City’s Development Services Center, located at 39550 Liberty Street, plans to reopen on Wednesday, July 7 with a new operating schedule. On Mondays and Wednesdays, the Center will be open to the public from 8:00 a.m. to 3:30 p.m. (closed from 12:00 p.m. to 1:00 p.m.). On Tuesdays, Thursdays, and Fridays, the Center will be closed.


The permitting Self-Help Center within the City’s Development Services Center, located at 39550 Liberty Street in Fremont, offers computers for the public to be able to research properties in Fremont. The public can look up permit records using the City’s public permitting portal, Citizen Access, and review microfilm of plans and documents.


To use the Self-Help Center, visitors must schedule an appointment. Appointments can be scheduled Monday and Wednesday at the following times: 8 a.m., 9 a.m., 10 a.m., 11 a.m., 1 p.m., and 2 p.m. Each appointment can last up to 45 minutes.

Safety Measures

The City has implemented safety measures within the Development Services Center to help reduce the spread of COVID-19 and keep staff and visitors safe. To enter the building, all visitors are required to wear a face covering, even if they are fully vaccinated, and check-in at the information desk. In addition, while using the Self-Help Center, visitors are required to wipe down any surfaces they touch. Disinfecting wipes are available.
