Plan Review Schedule

Updated timetable for projects submitted on or after March 1, 2018


The extent of the review required to issue building permits for a project depends upon the project type, which is determined based on: project scope of work; project location; use or occupancy type of the structure; and environmental impact. The timetable listed below outlines the approximate plan review period for each project type.

Major Review Projects


  • New Mixed-Use Developments
  • New Multi-Family Developments
    (excludes 100% affordable housing)
  • New Single-Family Housing Tract Developments
  • New Commercial and Industrial Structures
    (>100,000 square feet)
33 business days for the first review cycle, and 21 business days for each subsequent review cycle.

Major Review Project Revisions
(after permit issuance)

7 business days for each review cycle

Minor Review Projects


  • New Commercial and Industrial Structures or Additions (<100,000 square feet)
  • New Single-Family Dwellings (non-tract)
  • New 100% Affordable Housing Multi-Family Developments
23 business days for the first review cycle, and 12 business days for each subsequent review cycle.

Minor Review Project Revisions

Limited Review Projects


  • Single-Family Residential Additions
    (>750 square feet)
  • Second Story Residential Additions
  • Accessory Dwelling Units
  • Commercial/Industrial On-Site Improvements
  • Commercial/Industrial Tenant Improvements Requiring Entitlement
17 business days for the first review cycle, and 12 business days for each subsequent review cycle.
Limited Review Project Revisions

  • Cell Tower Installations
  • Cell Tower Modifications
10 calendar days for each review cycle

Standard Residential Projects


  • Single-Family Residential Single-Story Additions (<750 square feet)
  • Accessory Structures (unconditioned, non-dwelling)
  • Residential Interior Remodels
15 business days for the first review cycle, and 10 business days for each subsequent review cycle. Over-the-counter plan review is available at the City's Development Services Center by appointment, review the checklist. To make an appointment, call 510-494-4461.
Standard Residential Project Revisions Over-the-counter review is available at the City's Development Services Center without appointment for minor revisions during specified hours. Revisions not reviewed over-the-counter are 7 business days for each review cycle.

Standard Commercial Projects


  • Office Interior Tenant Improvements
    (<7,500 square feet)
  • Warehouse Interior Tenant Improvements
    (<5,000 square feet)
  • Retail Interior Tenant Improvements
    (<1,500 square feet)

    (<7,500 square feet and all others not specified above)
