City's New Operating Schedule  as of Jan. 12, 2022

The City continues to comply with Centers for Disease Control and Prevention (CDC)Occupational Safety and Health Administration (OSHA), and local health agencies to provide a safe workplace for our employees and customers.

The following information will be updated as additional changes are announced:

    • All Fire stations are open for walk in emergencies and the Safe Surrender program.
    • The Fire Marshal will continue to work with Economic Development as needed on business support deemed essential during this time.
    • There will be no public education events in or out of the fire stations; no ride-alongs, and no station visits.
    • Fire Prevention will conduct required annual inspections that can be performed remotely or in accordance with the Alameda County Public Health Officer’s Order and City of Fremont Inspection Protocols.

The City of Fremont continues to enhance access to online services to make it easier and more convenient for the public. As the use of online services increases, the City anticipates that the need for in-person services may begin to decrease. As a result, the City is implementing a pilot plan for reopening the Development Services Center. The plan is outlined below and subject to change. Any updates will be available on our Development Services Center webpage.  

The City’s Development Services Center, located at 39550 Liberty Street, plans to reopen on Wednesday, July 7 with a new operating schedule: 

  • On Mondays and Wednesdays, the Center will be open to the public from 8:00 a.m. to 3:30 p.m. (closed from 12:00 p.m. to 1:00 p.m.). 
  • On Tuesdays, Thursdays, and Fridays, the Center will be closed while staff focuses on processing online submittals for permits. City staff from the different divisions within the Center will be available by phone or email to provide assistance. View a list of contact information.

Those needing building, planning or engineering permits also have the option of utilizing online permit services.

Fremont Police Department – 2000 Stevenson Blvd., (510) 790-6800 

  • Police Department Lobby/Records Unit:  (510) 790-6800 - The Police Department lobby doors will be closed until February 1, 2022, however we are still available to help you. When you arrive at the Police Department please call (510) 790-6860. No appointments are needed. We are open for service Monday – Friday 8:00 am - 5:00 pm. We are closed on City Observed holidays. Records related requests from the public can still be handled utilizing phone calls and setting of appointments.
  • Animal Services: The Tri-City Animal Shelter lobby, located at 1950 Stevenson Blvd. remains open. Shelter hours will be 11:00 am – 4:00 pm Tuesday-Saturday. The Shelter will continue to schedule appointments for the following services online or by phone; appointments may be available outside the regularly scheduled shelter hours:
    • Owner Surrendered pets
    • Adoptions
    • Lost & Found
    • Adoption Partner pick-ups
    • Foster pick-up and drop-off

      The shelter has implemented a new appointment system for dog and cat adoptions. Please visit the shelter’s website for information about the process and the adoption application. Kennels will remain closed to the public.

      The City encourages you to try to locate the owner of found pets prior to turning them in to the shelter. If you have found a stray pet but wish to keep the animal at your home, Fremont Municipal Code requires the finder to notify the animal shelter within eight hours. View tips to reunite lost pets with their owner.

      If you have lost your pet, please look online for the animals in our care and tips to help you find your lost pet. If your pet appears to be in our care, please contact us to schedule an appointment for redemption.

  • Transportation voucher purchases, transportation application submittals, etc. are being accepted by mail only.
  • Tri-City seniors and individuals with disabilities can call the Ride-On Helpline (510-574-2053) for assistance in getting connected with transportation services.
  • Ride-On Tri-City’s Travel Training and Group Transportation outings are currently suspended.
  • In-person processing of Senior Clipper card applications is suspended. To get a Senior Clipper card through the mail, use the application found here.

  • The Fremont Family Resource Center (FRC) building located at 39155 Liberty Street which houses 20+ State, County, City and Non-Profit Organizations will remain open. Each agency will be determining its own schedule and staffing level. See FRC Agency Status chart for details and call the agency before visiting the FRC.
  • The FRC Administration office (Suite A110) will be providing services remotely with in-person appointments made as needed.

Youth and Family Services (YFS), please call (510) 574-2100 for general information

Effective January 10, 2022, Youth and Family Services will be limiting mental health services to telehealth. Substance use services will continue to be provided in person or telehealth as requested.  The YFS clinic at the Family Resource Center will remain open during business hours Mondays to Fridays.

  • YFS Clinic client appointments: All mental health counseling services will be conducted by telehealth.  
  • School-based services: will continue to be conducted in person on school sites until further notice. 
  • Crisis appointments: Our crisis counselors will be on duty Monday through Friday responding to crisis as needed, including the following: 
    • Family relationship crisis as referred by Fremont or Newark Police Department. All City- mandated COVID-19 Safety protocols will be followed. 
    • Client crisis:  For current clients who are experiencing crisis, we will conduct a telehealth session or a face to face session, following the COVID Safety Protocol. 
    • Substance Use Disorder (SUD) Intervention and Counseling will be provided in person or by telehealth as requested.  Please call (510) 790-6940 for more information.
