Most City of Fremont Facilities Remain Closed or on Modified Schedule

Most City of Fremont facilities remain closed or are on modified schedule. This aligns with guidelines issued by the Alameda County Public Health Department, in coordination with six bay area counties and the City of Berkeley, announced for residents in the Bay Area shelter in place to help slow the spread and reduce future impact on local hospitals from Coronavirus Disease 2019 (COVID-19). Given some of the updated regulations in the current Health Order, the City will continue to publish regular updates for the community.

    • Beginning in May, City Council meetings and many City Board and Commission meetings will resume and be held virtually (either telephone conferencing or Zoom meetings) according to regular schedules or reduced frequency.     • All Fire stations are open for walk in emergencies and the Safe Surrender program.
    • The Fire Marshal will continue to work with Economic Development as needed on business support deemed essential during this time.
    • There will be no public education events in or out of the fire stations; no ride-alongs, and no station visits.
    • Fire Prevention will conduct required annual inspections that can be performed remotely or in accordance with the Alameda County Public Health Officer’s Order and City of Fremont Inspection Protocols.

      • Effective immediately, the City’s Finance Department will suspend business tax penalties and interest payments. This will remain in effect until further notice.   • The City’s Development Services Center will remain temporarily closed to continue to limit the spread of COVID-19. The majority of City staff will be working remotely. Protecting the health of employees and the community remains the top priority for the City. The Development Services Center will remain closed until further notice. Updates on reopening will be made available on the Center’s webpage. The Center, located at 39550 Liberty Street, is the City’s one-stop shop for accepting, reviewing, and approving permit applications and construction documents for all types of projects.
  • The City is also conducting building inspection services for construction projects that comply with the current Shelter in Place Order and follow the Construction Project Safety Protocols included in the Order. Building inspections are available for all projects. Inspections can be scheduled online through the City’s Accela Citizen Access portal or by phone at 510-494-4885. Please be aware that lead times for inspections are likely to be longer than normal during the COVID-19 pandemic.

Parks Maintenance

  • A reduced level of services will continue for litter, debris and trash removal, site evaluations, Hazard ID and abatement, graffiti ID and abatement, vandalism graffiti and abatement, tree calls, and right of way hazards abatement.

  • Beginning Tuesday, March 17, 2020, the Parks Division will be implementing a minimal parks staffing operating model that will consist of modified coverage from individual crews covering their assigned route one day per week on a five day a week rotation, not including weekends. Special work schedules are currently suspended until further notice and a workday will be defined as Monday through Friday, 7 a.m. to 3:30 p.m.

  • Street Sweeping will temporarily be suspended in all areas of the city until May 3, 2020. On May 4, 2020, staff will reassess priorities and decide on the appropriate course of action for Street Sweeping moving forward.

  • Police Department Lobby/Records Unit:  (510) 790-6800 - Effective Wednesday, July 1, 2020, FPD lobby will be open to the public Monday - Friday from 8:00 a.m. to 5:00 p.m. Records related requests from the public can still be handled utilizing phone calls and setting of appointments.
  • Animal Services: Routine filed service will remain unchanged. The Tri-City Animal Shelter lobby will reopen to the public on Wednesdays and Saturdays from 12:00 pm to 4:00 pm beginning Wednesday, March 31. The reopening is for the following activities: Pet licensing; intaking found dogs; intaking sick and injured cats; dog adoptions by appointment; and returning animals to their owner. The shelter will continue to schedule appointments for other essential services on days the lobby is closed including redeeming a lost pet, surrendering your pet, and intaking found animals.
    Adoptable cats are currently being transferred to adoption partners, also known as rescue groups. The shelter will begin cat adoptions in the late spring or early summer.

    • Consistent with Public Health guidelines the Fremont Senior Center located at 40086 Paseo Padre Pkwy in Fremont, Ca will be cancelling all classes, rentals, meals and activities until further notice. Adults 55+ that utilize the center are encouraged to check the senior center’s website to find out how services will be implemented amid the COVID-19 virus in the future. The senior center update line 510-790-6610 will provide latest senior center service news. The Fremont Senior Center’s Facebook page will also provide service updates.
    • At this time, the following limited services will be available: 
      • Homeless Seniors may reserve a shower time slot M, W and Fri from 10:00 am - 2:00 pm. Please call 510-574-2222 to confirm availability of showers. 
      • Beginning March 26, a limited amount of premade grocery bags from Tri-City Volunteers can be picked up curbside while in vehicles, beginning at 1:30 pm.
    • If adults 55+ are feeling lonely and need someone to talk to they may call the Institute on Aging’s Friendship Line at 1-800-971-0016. Life Elder Care also provides home delivered meals and can be reached at 510-894-0370. Youth and Family Counseling Services 574-2100.
  • Ride-On Tri-City! Program (Transportation Services for the Elderly and Disabled), please call (510) 574-2053
    • Ride-On Tri-City’s Travel Training activities, including applications for senior Clipper cards, as well as the program’s Group Transportation outings have been suspended until further notice.
    • Although all in-person appointments for transportation assistance have been suspended until further notice, Tri-City seniors and individuals with disabilities are still able to call the Ride-On Helpline for assistance. Staff will be available by phone to connect community members with essential transportation services (i.e. to and from dialysis clinics, medical appointments, etc.) and help address transportation concerns and questions.

The Fremont Family Resource Center (FRC) building located at 39155 Liberty Street which houses 24 State, County, City and Non-Profit Organizations will remain open. Each agency will be determining its own schedule and staffing level. However, the FRC City Office (Suite A110) will be closed to the general public. For families seeking support please call the Family Support Services phone line 510-574-2000. Telecare support and resources will be offered remotely by Family Support Coordinators.

  • Substance Use Disorder (SUD) Intervention and Counseling, when possible, will be conducted via telemedicine (Phone or video sessions). If telemedicine is not suitable for clients or they are in a crisis situation an office appointment may still be scheduled, using social distancing protocols. New clients needing a telephone screening appointment can call 510-790-6940 for SUD services.
  • VITA (Volunteer Income Tax Assistance)
    • The Fremont Family Resource Center’s VITA (Volunteer Income Tax Assistance) program, as well as VITA programs throughout the San Francisco Bay Area, is being suspended. For updates about the Fremont Family Resource Center, Ohlone College Tri-Cities Career Center, New Haven Adult School, and the Union City Family Center tax sites, visit their website.

  • Youth and Family Services (YFS), please call (510) 574-2100 for general information
    • Effective March, 16, 2020, Youth and Family Services will be significantly limiting in-office appointments and modifying its operating procedures and practices to ensure staff and client safety. The following policies and procedures will be in effect until further notice and may be revised or extended as new direction and information is received.
    • Client appointments: All client appointments, when possible, will be conducted via telemedicine (Phone or video sessions). If telemedicine is not suitable for clients or they are in a crisis situation an office appointment may still be scheduled, using social distancing protocols. Special consideration will be taken for play therapy so that only toys that can be easily and quickly disinfected will be used. Counselors will also conduct caregiver sessions over the phone or via video as needed. Due to the school closures, counselors will reach out to their school-based clients to offer these services to the clients they would typically see at school sites.
      • Crisis appointments: Our crisis counselors will be on duty Monday through Friday responding to crisis as needed, including the following:
      • Family relationship crisis: We are currently accepting referrals from Fremont or Newark Police Department for family relationship crisis. We will use measures to prevent community spread of COVID-19, which includes social distancing, use of handwashing and disinfectants. If the client or family members appear ill, we will recommend they seek medical attention/consultation.
    • Client crisis: For our clients on our caseload who are experiencing crisis, we will conduct a telemedicine session or a face to face session, using measures to prevent community spread of COVID-19, which includes social distancing, use of handwashing and disinfectants. If the client or family members appear ill, we will recommend they seek medical attention/consultation.
    • New Intakes: We are temporarily closed to new referrals due to generally full caseloads. Anyone contacting YFS for new, non-crisis services will be referred to ACCESS 1-800-491-9099 (if MediCal) or their Primary Care Provider. We will continue to update staff on our protocol and make decisions based on our capacity and our ability to serve the community.
