In 2016, the Fremont City Council considered preliminary research and information prepared by City staff regarding rent control and just‐cause eviction programs in California and requested additional information about such programs to help inform their policy discussions.
The City retained Management Partners, a consultant with experience in evaluating rent control and just cause eviction options for other cities, to provide more in-depth information regarding rent control, just‐cause eviction policies, possible options the City might pursue, and program costs.
Management Partners has completed their research, which is presented in the following report: Rent Control and Just‐Cause Eviction: Review of Programs. It includes background information; a general overview of rent control and just‐cause eviction ordinances; information on the costs and staffing requirements to operate rent control programs; and three possible options the Council may pursue as it determines next steps.
The Fremont City Council is scheduled to consider the report and provide further direction to City staff at the City Council meeting on Tuesday, July 11, 2017 at 7:00 pm at City Hall, located at 3300 Capitol Ave.
