As Interim City Attorney, Debra Margolis manages the City Attorney's Office, which provides legal advice to the City Council and City staff, drafts ordinances and resolutions, negotiates contracts, and litigates on behalf of the City. The City Attorney's Office also includes Risk Management, which works on claims against the City.
Debra has returned to Fremont, after serving as our Assistant City Attorney for six years before retiring from City of Fremont. Prior to joining Fremont, Debra served as the City Attorney for the City of Pleasant Hill for 18 years and the Assistant City Attorney for the City of Hayward for five years. She began her career clerking for a California Court of Appeal judge in Santa Ana before joining the law firm of McDonough, Holland and Allen in Sacramento.
Debra served as an officer of the City Attorneys’ Department of the League of California City culminating in serving as President of the Department in 2011. She has also served on various League committees including the Legal Advocacy Committee, Municipal Law Handbook Committee, and Public Records Act Committee.
Debra has an undergraduate degree from California State University, Sacramento and a law degree from UC Davis School of Law.
