The role of the Community Development Department is to help Fremont become the sustainable, strategically urban community envisioned in the City's General Plan. Department activities include:

• providing professional assistance to developers, contractors, businesses, and homeowners
• preserving open space
• planning for and assisting with the building of high-quality strategically urban residential and commercial developments
• maintaining and increasing the range of housing alternatives for the community

The department includes Planning, Building and Safety, Code Enforcement, Housing, Environmental Services, and Sustainability.

The Planning Division, within the Community Development Department, is responsible for:

• assisting City Council with planning for Fremont's future development
• reviewing proposed development projects for conformance with the City's adopted policies and ordinances
• maintaining and implementing the City's General Plan
• providing information to the public about planning, zoning, planning permits, and landscape architecture requirements
• providing staff for the Planning Commission, Zoning Administrator Hearings, Historical Architectural Review Board, and Art Review Board

The Building and Safety Division, within the Community Development Department, provides the following services.

• Plans and Permits handles the processing of planning and building permits.
• Building Inspection conducts inspections to ensure that approved project plans are being followed and permits can be finalized and approved.

Code Enforcement, within the Community Development Department, enhances safety, quality of life, and civic pride in Fremont in partnership with the community. These goals are achieved by:

• responding to resident concerns
• proactively seeking out violations of the Fremont Municipal Code
• working to solve issues in a swift and fair manner

The Housing Division, within the Community Development Department, strives to enhance the quality of life for the community by increasing, improving, and preserving affordable housing in Fremont.

Housing is dedicated to providing affordable housing opportunities for families at different income levels, from extremely low income to moderate income.

Environmental Services, within the Community Development Department, oversees programs for recycling, composting, garbage, electronic and household hazardous waste, and stormwater. The division administers more than 30 programs for Fremont residents and businesses.

In addition, Environmental Services works alongside Sustainability to make Fremont a healthy, vibrant, and climate ready community through the City's Climate Action Plan, which identifies actions to accomplish the City's goal of reducing greenhouse gas emissions.

Sustainability, within the Community Development Department, is responsible for planning for a future for Fremont that addresses climate change, improves quality of life, promotes equity, and bolsters resiliency across the community.

In addition, Sustainability works alongside Environmental Services to make Fremont a healthy, vibrant, and climate ready community through the City's Climate Action Plan, which identifies actions to accomplish the City's goal of reducing greenhouse gas emissions.

AgencyCounter is the City's new public website for geographically exploring Planning Applications, Engineering Permits, and Building Permits processed by the City for a five-year period. The new website offers an efficient, user-friendly way to view and research construction activity throughout Fremont. With AgencyCounter, users can do the following:

• Search for applications and permits using a map
• View information about applications and permits
• Sign up for email alerts that will notify them when construction-related activity is occurring within a specific area in Fremont
• View data summaries that are updated daily
