The Permit Center/Development Services Center serves as the City’s one-stop shop for helping community members obtain permits for their construction projects. Staff members from Planning, Building and Safety, Engineering, and Revenue are available to assist visitors and answer questions.
Location and Hours
The Permit Center is located within the Development Services Center at 39550 Liberty St. in Fremont.
The Center is open to provide in-person services on Tuesdays, Wednesdays, and Thursdays from 8:00 a.m. to 3:30 p.m. (closed from 12:00 p.m. to 1:00 p.m.).
The Center is not open for in-person services on Mondays and Fridays. On these days, staff is focusing on processing online permits and assisting the public by phone and email.
On City observed holidays, the Center is closed. To view holidays, visit the City Calendar and select the Holidays category.
Online Permitting Portal
Citizen Access is the City's online portal for submitting new permit requests for planning permits, building/fire permits, solar permits, and engineering permits. This includes building permits for basic home upgrade projects like water heater replacements, roof replacements, and minor kitchen/bathroom remodels. Citizen Access can also be used to pay permit fees, look up permitting information on a specific property, check on the status of a permit, and request a building inspection.
