The following is a list of priority strategies and actions within the Buildings and Energy focus area that the City will aim to implement within the first three years of adoption of Climate Ready Fremont.
Community Level includes actions that support community-scale emission reductions and/or improve resiliency.
City Operations includes actions specific to municipal infrastructure, internal City processes and procedures, and/or City employee activities.
Clean & Renewable Power Use
COMMUNITY LEVEL: Adopt a policy establishing Ava Community Energy’s Renewable 100 as the default electric service plan throughout Fremont; ensure residents and businesses are aware of their ability to choose different rate plan options.
Status: Completed
CITY OPERATIONS: Enroll all City electric accounts in Ava’s Renewable 100 (R100) service plan.

Building Electrification & Low-Carbon Design
COMMUNITY LEVEL: Adopt electrification and green building reach codes for new residential and nonresidential construction and retrofits.
Status: Not Started
COMMUNITY LEVEL: Evaluate development incentives (including development fee reductions) and other technical assistance for nonresidential developments and businesses installing zero net energy facilities and other qualifying low-carbon/green features.
Status: Not Started
CITY OPERATIONS: Establish an all-electric/zero net energy design requirement for all new City facilities.
Status: Not Started
CITY OPERATIONS: Replace existing gas-powered HVAC units at City facilities with electric-source heat pumps wherever technologically and economically feasible.

Building Energy Resilience
CITY OPERATIONS: Partner with Ava to install microgrids (solar + battery systems) on City-owned public-facing emergency facilities, allowing for onsite clean energy generation plus resilient backup power.
Status: Planning
