The City of Fremont's Office of Emergency Services (OES), a division of the Fire Department, plans for natural disasters and other highly complex emergencies.
Emergency Operations Center
When a major incident occurs, the City’s Emergency Operations Center (EOC) may be activated to better manage the emergency. The EOC coordinates emergency operations, improves information management, and coordinates resources - including requests for mutual aid, State, and Federal assistance. The EOC is staffed by representatives of all City agencies, liaisons from other public agencies, and non-governmental partners. The EOC coordinates closely with Alameda County emergency management officials.
OES manages the EOC under the executive direction of the City Manager - who is Director of Emergency Services. In the absence of the City Manager, certain other senior officials may act as Director of Emergency Services, as provided in the Emergency Operations Plan. A Policy Group - consisting of the City's Management Team - advises the Director of Emergency Services over the course of the emergency.
Phases of Emergency Management
OES promotes solutions to all phases of emergency management.
Preparedness - Preparatory actions prior to an incident, including organizing and equipping personnel; planning, training, and exercises; and evaluation and continuous improvement.
Response - Immediate actions during an incident to safeguard life safety, property, and the environment.
Recovery - Restorative actions following an incident to maintain public services; rebuild damaged infrastructure; promote community recovery; revitalize the local economy; and conserve the natural environment.
Mitigation - Actions taken before, during or after an incident to reduce or eliminate long-term risk to people and property from natural disasters and human-caused incidents.
