RESPONSIBILITIES FOR CITY MANAGER

The City Manager is responsible for:

Providing support and advice to the City Council
Offering leadership and policy support for departments
Fostering community partnerships and interagency collaboration
Connecting citizens with their community
Providing legislative policy support

As Fremont's City Manager, Karena Shackelford serves as the Chief Executive Officer for the municipal corporation. She is responsible for providing leadership and direction to City staff and for providing information, advice, and assistance to the City Council.

The City Manager's Office supports the City Council's efforts to engage in legislative advocacy in support of the City's interests.

RESULTS OF COMMUNITY SURVEY

Over the last decade, the City has contracted with FM3 to conduct random telephone surveys of Fremont residents. Below you will find information for the last five surveys that were conducted in 2012, 2013, 2016. 2018 and 2023.

The goal of the community survey is to take a broad look at how residents feel about Fremont and various City services, as well as other priorities. This robust approach follows a scientific research methodology and captures the sentiments from a statistically significant sample size of our population.

During the COVID-19 Pandemic, the City paused the community survey for a number of years. Due to the length of time since the last survey in 2018, the City views the 2023 survey as a new baseline to compare against in future years.

In the 2023 survey, residents continue to generally believe Fremont is a good place to live with a high quality of life, but they are showing growing concern about crime, homelessness, and housing costs, which importantly aligns with the City Council’s adopted priorities. The City Council will continue to utilize survey results as an important source of information for setting policy direction.
