The Land Survey and Mapping Section is responsible for topographic mapping and survey support for the City’s Capital Improvement Projects, Planning, Design, and Development Sections. These responsibilities include:
Monument Preservation
The Land Survey and Mapping Section is responsible for the maintenance and perpetuation of Fremont’s network of horizontal control (monuments) and vertical control (benchmarks) for the City of Fremont.
Monuments are located at the intersections of streets and at the changes to geometry in streets (beginning of curves, end of curves, etc.) and are used to establish the City’s Right of Way (ROW) and private property lines which are referred to as boundaries. References to these marks are recorded on Parcel Maps, Tract Maps, Records of Survey, and Corner Records.
Records of the maps and records are available on the Alameda County Surveyor’s website.
Benchmarks are used to establish vertical control (heights) and are typically required to be shown and used for construction projects, private developments, and FEMA Elevation Certificate. The City currently utilizes a two vertical system.
The City’s “Passive” system is a series of brass disks set in curbs and semi-permanent structures. The vertical datum of this system is NGVD29 and this allows for the establishment of elevations through conventional differential leveling and triangulation. The City's Geographic Information System (GIS) Department maintains an interactive map that will allow you to view and download information.
The City’s “Active” system relies on GPS (Global Positioning System) and is tied to the California Spatial Reference System (CSRS), for which the City’s constituents receive flood insurance credit through FEMA’s National Flood Insurance Program. A free account to access the CSRS can be obtained through the California Spatial Reference Center.
Survey Document Review
The Survey and Mapping Section is responsible for the creation and review of survey documents, pursuant to California’s Business and Professions Code §8700-8805 including grants to and from the City, subdivision and tract maps, and documents related to lot line adjustments.

Topographic Mapping/Construction Support
The Survey and Mapping is responsible for the establishment of geodetic control (horizontal and vertical) for Fremont’s Capital Improvement Projects (CIP) and the base mapping required for our Design Engineering Section to design and engineer projects that support and improve City infrastructure. The Survey and Mapping Section supports our Construction Inspection Section by providing field measurements and references required to construct Capital Improvements, verify quantities, and capture as built conditions. This is done through traditional survey methods while implementing emerging technologies, such as aerial drone mapping, to provide City staff with enhanced mapping products that allow us to design more efficiently.
