The City contracts with Fremont Landlord, Tenant, & Fair Housing Services to provide fair housing information and investigate housing discrimination complaints.

The City adopted a Rent Review Program in 2018 which provides a review and a formal hearing for proposed rent increases in excess of 5% in any 12-month period. This covers all residential rental units in Fremont, including single family homes.

The City is committed to preserving safe and sanitary housing for Fremont residents. Upon request, the City will inspect dwellings for compliance with the standards within the California Health and Safety Code. If you have concerns about the condition of your rented house or apartment, the City will provide inspection services upon request.

The City contracts with Habitat for Humanity to provide assistance with home repairs, including accessibility improvements for residents with disabilities. Eligible accessibility improvements include the following:

• Installing ramps
• Installing safety hand rails
• Installing grab bars
• Installing levers to replace door knobs
• Upgrading showers, tubs, lavatories, and kitchen sinks
• Installing long-handled faucets and more

The City collaborates with Abode Services to provide assistance with case management and rental subsidies to very low income adults "emancipated" or "aged out" of the foster care system. Participants must be between the ages of 18 and 24. Rental subsidies for up to 24 months are available.
