Stay Housed

The City of Fremont’s Stay Housed program provides temporary rental assistance to eligible individuals and families renting in Fremont, Newark, or Union City who are struggling to pay rent because of a financial hardship.  

Eligible households will be assigned to a financial coach from the City’s SparkPoint Fremont program.  Tenants will meet monthly with the coach who will assist the households in making a financial plan to increase income so they can pay 100% of the rent once the rental assistance ends.  The financial coach will provide families useful tools in budgeting, and money management, along with opportunities to build credit, decrease debt, and save for the future.

Rental Assistance

Households may receive up to 18 months of assistance, depending on their eligibility.  The City will pay a portion of the rent directly to the landlord every month.  The household’s portion of the rent will be based on the percentage of the rent.

Qualifications

The household must be currently housed in Fremont, Newark, or Union City, and must also:

  • Have gross income at or below 60% Area Median Income (please see income chart below);
  • Someone in the household must have earned income from a job;
  • Household must have the ability to increase income in a short time in order to pay rent in full;
  • Household must be current on rent.  If a household is not current on rent, the program will help explore options to bring rent current;
  • Household must participate in monthly meetings with a SparkPoint Financial Coach.

Other Program Requirements

  • The landlord must be willing to sign a contract with the City, provide a W9 (Request for Taxpayer Identification Number and Certification form) and pass a Housing Quality Inspection.
  • Household must recertify before every six-month funding period. During recertifications, the tenant must show they are still income eligible, continuing to work with their SparkPoint financial coach and making progress on their financial goals.
  • Must not be currently participating in an existing rental assistance program.
  • Newark tenants must have an affiliation with Fremont.
  • Tenant's portion of rent cannot exceed 45% of the Household's monthly gross adjusted income.
