What’s New?

  • The City is preparing for planning on the new Active Transportation Plan (ATP), which will be a consolidation of the City's existing Bicycle Master Plan and the Pedestrian Master Plan, as well as incorporate the latest design practices, policies, and infrastructure planning for all active transportation modes.   • On Saturday, May 11, 2024, Bike East Bay and the City of Fremont hosted a ribbon cutting for Walnut Avenue/Liberty Street and bike tour. Construction of intersection improvements are now complete at the Walnut Avenue/Liberty Street intersections, and construction of intersection improvements are underway at Fremont Avenue/Walnut Avenue, Fremont Avenue/Grimmer Boulevard and Fremont Avenue/Eugene Street. Watch a video on how to use similar new improvements, such as those along Walnut Avenue, which is being described as one of the best bikeway facilities in the Bay Area. 

Planning and Policy

  • Safe Routes to School - Fremont's Safe Routes to School program strives to make it easier and safer for students to walk and bike to school. A large body of research shows that students who walk and bike to school are happier, healthier, and have higher academic achievement. In addition, driving to school is a significant source of traffic congestion that impacts neighborhoods. Fremont’s comprehensive program combines engineering tools with safety education and encouragement activities. The City collaborates with a variety of partners including the Fremont Unified School District, Alameda County Transportation Commission, and community organizations.
  • Bicycle Master Plan – the City’s Bicycle Master Plan envisions a citywide bicycle network that is safe, convenient, and comfortable for users of all ages and abilities. The Plan was adopted by City Council on July 10, 2018.
  • Pedestrian Master Plan – the City’s Pedestrian Master Plan envisions Fremont as a community that inspires people of all ages and abilities to walk for everyday transportation, recreation, and health. The Plan was adopted by City Council in 2016.
  • Complete Streets Policy – complete streets are streets that are designed, built, and operated for all users and all transportation modes. The City adopted a Complete Streets Policy in 2013 that establishes a commitment to considering opportunities to implement complete streets as part of all projects.
  • Vision Zero – the City has adopted a Vision Zero policy that aims to significantly reduce fatalities and serious injuries from traffic crashes through safer streets, safer people, and safer vehicles.
  • Trails Strategy Plan - the City is developing a Trails Strategy Plan. The Trail Strategy Plan supplements the Bicycle and Pedestrian Master Plans, focusing on off-street pathway facilities.

Projects and Programs

  • Bikeway Improvement Projects – the City is working to implement a citywide network of bikeway facilities including trails, separated bikeways, bicycle lanes, and neighborhood bike routes. Learn more about bikeway projects under development.
  • Bicycle Parking – the City installs bicycle parking in the public right-of-way using City funds and grant funds. The City also requires that new developers implement bicycle parking. Community members can request bicycle parking in a particular location or area using the Transportation Engineering Request form and City staff can evaluate the location and determine if suitable locations for bike racks exist nearby.

  • Free Bicycle Skills Classes offered by Bike East Bay throughout the year in Fremont. Visit Bike East Bay’s website to see the full calendar.
  • Bikeways Map – the City produces and annually updates a map of bikeways that is intended for route planning purposes. The map can be viewed and printed and is also available at bicycle shops throughout the City.
  • Resources – tips and resources on bicycling and walking skills, safety, theft prevention, commuting, bicycle friendly workplaces, and more.
  • Bicycle and Pedestrian Counts – the City has conducted bicycle and pedestrian counts at various locations throughout the City on an annual basis since 2017. Count data are used to understand where high demand walking and bicycling locations exist throughout the city and to support grant funding applications.
  • Community Groups – a number of community groups work in support of the mission and vision of the City’s bicycle and pedestrian program.
  • Mobility Commission – The City's Mobility Commission is comprised of community members that represent different travel modes - including biking and walking - and advises City staff on policy, projects, and programs to implement the City's Mobility Action Plan. Prior to the formation of the Mobility Commission, the City had a Bicycle and Pedestrian Technical Advisory Committee. View archived BPTAC materials from 2018-2019.

Recognition

  • The Walnut Avenue Bikeway was named one of the 10 Best New Bikeways of 2020 in the U.S. by People for Bikes and the best new bike facility in the state by CalBike. Watch a video about the project background and about how to use this new facility, which is being described as one of the best bikeway facilities in the Bay Area.
  • The City of Fremont was recognized as a Bronze level Bicycle Friendly City by the League of American Bicyclists in 2019.

Partner Agencies

  • Alameda County Transportation Commission (CTC) – the Alameda CTC plans, funds, and delivers transportation projects and programs, including overseeing Alameda County’s Measure B and BB transportation sales tax. Measure B and BB are two of the City’s primary funding sources for bicycle and pedestrian improvements. Alameda CTC also develops the Countywide Bicycle and Pedestrian Plans.
  • Metropolitan Transportation Commission (MTC) – the MTC is the 9-County Bay Area’s regional transportation planning agency. MTC develops Plan Bay Area, convenes the Active Transportation Working Group, and oversees regional bicycle/pedestrian initiatives.
