2022-2023 Legislative Cycle

On June 6, 2023, the Fremont City Council adopted the City of Fremont Legislative Framework, which serves as a guiding document for staff and City Council to follow when responding to legislative issues.

The Legislative Framework includes:

  1. Legislative Affairs Program Administration and Procedures
  2. Existing City of Fremont Policies and Plans
  3. Established Legislative Positions

Each Established Legislative Position includes broad policy statements that articulate the City’s legislative goals by addressing major areas of interest. The City will use these when reviewing which bills in the State and Federal legislature to submit formal positions or comments on.

  • Pursue Efforts to Create New Financing Tools to Support, Build and Preserve Affordable Housing
  • Promote the "Strategically Urban" Vision of the General Plan
  • Advance Climate Action, Adaptation, and Resiliency
  • Improve Federal, State, Regional, County, and Local Coordination and Planning to Strengthen Community Disaster Preparedness, Response, Recovery, and Resilience;
  • Strengthen Youth Programs, Services and Activities
