Contractors can complete the City’s Contractor Registration Form. Once the registration process is complete you will be added to the Arc Solutions contractor’s list and be notified of new City projects.

Purchase Plans & Specifications
To view current Public Works Construction projects and to purchase plans and specifications, visit the Arc PlanWell Public Planroom and filter for City of Fremont projects.
All documents are available for viewing prior to purchase. Fees for purchasing documents are non-refundable, and no partial sets are sold.
How Bids are Received
- Bids are received and opened for PWC projects in the Purchasing Division of the Finance Department located at 3300 Capitol Avenue, Building B, Fremont, CA 94538.
- Bids are received up to 2:00 PM on the date published in the bid documents. Late bids are not accepted. Allow ample time for bid drop off.
- PWC bids are opened by Purchasing and the initiating Department Representative at 2:00 pm on the date specified in the bid documents. (Currently there will not be public bid openings)
- Preliminary Bid Results are posted to our COF website same day by 4:00pm. A Final Intent to Award is determined upon review by the project manager and will be posted on the COF website at that time.
