Sanford “Sandy” Taylor is the City’s resident tech expert, leveraging over 27 years of IT leadership experience. He is lauded as an innovative technologist and change agent, who designs and implements technical solutions that create efficiencies, increase security, reduce total cost of ownership, and deliver strong return on IT investments.

Before coming to Fremont, Sandy worked for the Cities of Manhattan Beach, Long Beach, Santa Monica, and in private industry. His experience aligns well with the City’s efforts to improve and strengthen connections with residents through online civic engagement, using tools such as Open City Hall, Fremont App, Smart City connectivity, and more. In addition, his leadership in the timely delivery of large-scale deployments, network design, creation of enterprise architectures, cloud migration, and overall strategic planning has served Fremont well as it continues to implement innovative problem-solving strategies. 

Sandy holds a Bachelor of Arts in business administration from the Cal State Long Beach and served as a member of several Regional Technology groups in Southern California.
