Fire Prevention Bureau

Mission

The FPB, under the direction of the Fire Marshal, is comprised of Fire Prevention and Hazardous Materials (HazMat) Division. The mission of the Fire Prevention Bureau is to protect lives and property by reducing the factors that contribute to fires and environmental emergencies.

General responsibilities of the Bureau are noted below.

Fire Prevention Division:

  • Interpret, review, and apply laws related to fire safety.
  • Conduct fire prevention inspections (high-rise and institutional buildings, public schools, educational facilities, and large residential complexes).
  • Identify code violations and enforce code compliance.
  • Respond to and address fire hazard complaints.
  • Oversee Community Care Licensing (Day-Care facilities) program.
  • Administer Weed and Vegetation Management Program (undeveloped parcels / open lots and fields)

  • Provide fire safety education and training to Fremont businesses.

Hazardous Materials (HazMat) Division:

  • Inspect Fremont facilities that use, store, and handle hazardous materials 
  • Conduct inspections related to: 
    • Hazardous Materials Business Plan (HMBP)
    • California Accidental Release Program (CAL-ARP)
    • Underground Storage Tank (UST)
    • Hazardous waste generators / On-site hazardous waste treatment (Tiered Permit)
  • Monitor compliance of local businesses related to Federal, State, Local hazmat codes, ordinances, and regulations.
  • Address HazMat code violations and enforce compliance.
  • Investigate and address complaints related to HazMat releases and spills.

Hazardous Materials -Electronic Reporting

All businesses in the State of California with reportable quantities (55 gal of liquids, 200 ft3 of a compressed gas, or 500 lbs of a solid) of a hazardous material or hazardous waste must submit their Hazardous Materials Business Plan (HMBP), hazardous waste, and underground and aboveground storage tank data electronically to Cal EPA's CERS website.

Hazardous Materials Business - Closure / Move

Hazardous Materials Businesses that are intending to close or move, can submit the closure notification form 30 days prior to closure or move.  Form can be mailed (address below) or emailed to us.
