Winter Relief Program

Through the City's Winter Relief Program, unsheltered households in Fremont are able to reside in motel rooms during the winter months. The program operates on an annual basis from December through April.

In 2023, the program was expanded from 30 rooms to 60 rooms at three Fremont motels to help support encampment response strategies, including transitioning those sleeping in tents and vehicles into the program. The program is now positioned to provide up to 9,000 bed nights of service.

Meals are provided on a nightly basis, and assistance with supportive services is offered, as available, by the City's Human Services Department and other community service providers.


Eligibility

The program is available to unsheltered households in Fremont, subject to certain requirements and a specific application process.

Due to limited space, all rooms for the 2023/2024 program have been assigned. A waitlist has been established.

Funding

The program is funded through a combination of City funding, Alameda County funding, foundation/corporate grants, and private donations. The program also relies on partnerships with local motels, health and support service providers, and local restaurants.
