Founded in 1999, the Fremont Family Resource Center (FRC) innovatively combines the best efforts of more than 20 State, County, City and Non-Profit social service organizations working to build a vibrant Tri-City community with strong, healthy individuals, families and children. An unexpected personal crisis can hit anyone, anytime and trigger a cascade of needs. Services and education at the FRC enable families and individuals to regain control of their own futures.

Mission

The Fremont Family Resource Center (FRC) is a welcoming place where families and individuals are nurtured, encouraged, and provided quality services to build on their own strengths to help themselves and others.

The FRC Calendar lists all the ongoing events, workshops and activities that occur at the FRC on a regular basis, like our services for children, financial services, grocery and meal programs, health and dental mobile van schedule, job search workshops, Housing Resource Center and more.  FRC Calendar.

We also host a large variety of special events, occasional workshops or one-time programs.  Some examples are the YFS Parenting Series held once or twice a year, CityServe's Joyful Bounty food program or their Tutoring programs, and mental health programs from several of our agencies.  These events are shared in our twice-monthly email the FRC Update.  To subscribe to the FRC Update,  open the last tab on this page "Sign up to Receive FRC Communications."

Finding Assistance 

If you’re looking for help but don’t know what services exist or where to find them, our Welcome Center/Information Desk is the place to start.   It is located in the middle of Building ABCD in the lobby. 

Welcome Center Services

In addition to helping people find resources or a specific agency, Resource Specialists also perform a variety of services:

• referrals and applications for benefits and housing
• translation for letters
• three-way calls with county case workers
• EBT card issues
• enrollment and status changes in Medi-Cal and CalFresh programs
• reducing utility bills
• food and clothing resources and more. 

Reaching Welcome Center Staff

Our Resource Specialists are bi-lingual and staff the Welcome Center on different days of the week.  The Welcome Center number is 510-574-2141.

Other FRC Amenities

Sorenson Videophone 

The Sorenson Videophone is available to the general public to make calls to and from the deaf and hard-of-hearing community.  Two ASL users can see each other and communicate via sign language; or a hearing person can communicate with an ASL user with the aid of an  ASL Interpreter on the line.  It’s simple to use and there are directions at the videophone.

The Sorenson Videophone is located in the FRC Building ABCD Lobby.  It is available Monday – Friday from 8:30am-4:30pm and calls are free.

FRC Impact Report

Each of our 23 agencies runs a variety of services and programs.  At the end of last year, we asked them to tell us about a program or project they're particularly proud of and they did not disappoint.   Read about some of the great programs and services the FRC agencies offered during fiscal year 2022-2023 in our new FRC Impact Report.   

COVID-19 safety protocols continue to evolve and the Fremont FRC will continue to implement as needed.  Each agency at the FRC is a separate entity, so please follow the rules when visiting each one.

• Most Agencies, FRC Hallways and Lobbies - masks are optional.
• Mental Health Agencies - masks are still required by law to be worn in their office.
• FRC Conference Rooms -  Follow the rules of the event/meeting host agency.  There are times when masks are still required.

The FRC is located in two adjacent buildings at 39155 Liberty Street in Downtown Fremont with ample free parking and additional free street parking.

BART

The FRC is four blocks from the Fremont Main BART station and within walking distance. When you do a search for your BART trip, BART’s walking directions will send you down main roads.  The directions are correct but it’s much shorter if you take a more direct path through two shopping centers.  When you exit the Fremont BART station, turn west toward the Bay.  (If you exit the station and are facing the hills, turn around and go out the opposite door.)

• Walk down BART Way.
• Cross Civic Center Drive at a crosswalk and walk through the Raley's shopping center. 
• Cross Paseo Padre Parkway, at the Wells Fargo Bank and walk down the sidewalk across the street from the bank. 
• Turn right at the Stop sign and enter the City of Fremont’s parking lot.  Turn left after the Housing Navigation Center and walk next to the City buildings to reach Liberty St. 
• Cross Liberty Street at the crosswalk and head toward 39155 Liberty St.  You’ll see a green FRC sign at the driveway.  Enter the property and walk between the two buildings. Building EFGH is on your left, and Building ABCD and the Welcome Center are on the right. 

Bus

Four bus lines are within walking distance of the FRC with the longest distance being .3 miles.  The bus lines and the nearest stops are: 

200 Mowry Blvd., 251 Paseo Padre Parkway, 212 Walnut Ave., and 99 Walnut Ave.

For guests arriving by bike, we have four secure BikeLink lockers.  These are the same lockers you'll see at BART stations and other Bay Area facilities.  Our lockers are located in the middle of the north parking lot by the flagpole between Building ABCD and Capitol Ave.  To use a locker, you must have a  valid ID such as a California Driver License, State ID, Passport or $20.

• Bike lockers are available from 8am – 5pm. Lockers are not for overnight use nor can they be used to store other personal belongings (e.g. backpacks, suitcases, etc).    
• Visit the FRC Admin Office in Suite #A110.  You’ll need to provide a valid ID in exchange for a BikeLink Card.  Walk your bike out to the lockers, insert the BikeLink Card in the slot, and secure your bike.  If you have your own BikeLink card, feel free to use it.
• Bike lockers are free for five hours, then 5 cents per hour up to eight hours. 
• Retrieve your bike by 4:45pm, as the buildings close at 5pm. When you return the BikeLink Card to Suite #A110, your ID will be returned to you.

The FRC Community Advisory and Engagement Board (CAEB) is an advisory board that serves to enhance community involvement in the FRC and strengthen the link between FRC programs and services, and the diverse residents in the Tri-City area.  This is a volunteer two-year (renewable) commitment.

Description of Board Member Responsibilities

1. Attendance at monthly virtual meetings.
2. Serve as a representative of a cultural, religious, neighborhood, business, service or educational group or organization, and have a way of relaying information about the FRC to that group, as well as sharing information about your organization/affiliation with other CAEB members. 
3. Interest and willingness to learn about the FRC programs and services, and to share that information with associates, friends and family.
4. Willingness to offer ideas, and share insights about the needs of the group you are representing.
5. Participate and support FRC community activities including  fundraising events and community events hosted by the FRC.

Applicants must live or work in Fremont, Union City or Newark, or the organization which they represent must serve Tri City families.   Interested parties should fill out the CAEB Application.
